This is a bit left field. "Some really drastic thing has happens, now you're being asked what to do with something comparatively minor and at first glance unrelated"? The suggesting that shutting down schools and universities would help combat the spread of the virus should be presented in the opening, not just in an option, in order to properly frame the dilemma that you're being asked to respond to.
