If you are endeavouring to write an issue, I suggest you make this guide to how to write an issue your first stop.

I suggest you make The Writer's Block your second stop, as you can run your idea by experienced authors and editors and see if it might be worth pursuing.

I suggest, after that, you look around a range of drafts in GI to see how a draft should be formatted.

This is not a draft.

You need a description of the issue, an idea of the validity (ideally), and at least two (preferably three) options and effect lines (always)

This is the format you need:
[Title] The Title

[validity] the validity (i.e. Has capitalism)

[Description] The inciting incident of the issue.

[option] "This is the first speaker," says the speaker. "I am presenting an option with a government action."
[effect] and this is the amusing effect line

[option] "This is the second speaker!" yells the speaker. "I am suggesting an alternative option to the first speaker and a different governmental action!"
[effect] this is another amusing effect line

Issues need to have verisimilitude (that a story that works within the reality established for the game), challenging ("one perfect technology that will solve all problems; accept it yes or no" will not be accepted) and be something that a national leader would deal with.

Welcome to GI.
