How to decrease averageness?

The title says it all but for further explanation, I'm sick of my nation being in top 10% average so I'm here to ask how to lower it considerably.

Go for the out there resolutions or the ones that put forward the most radical answers to issues that will generally throw the baby out with the bath water.

Is that it? Apparently, I've also observed that lowering civil rights or political freedom also lowers averageness.

Civil, political and economic freedoms. Get those as high or low as possible. That's it - it's directly derived from those 3.

(Note that economic freedom is a different stat from economic output.)

At the moment your stats are 52, 33 and 55 which are pretty close to centre, hence your average rating.

Averageness is the inverse of Ideological Radicality, which is mostly affected by Freedoms (the closest to 0-100 every freedom is, the higher your IR and lower Averageness). Ideological Radicality is also slightly affected by other stats that are difficult to track down, though it looks like Charmlessness is involved, and perhaps something related to Taxation. But mostly, it is related to freedoms.
