The real-life country I took inspiration from, Denmark, certainly doesn't hate immigrants. All countries have immigration laws and certain policies they have to enforce, even if they are welcoming of most of those who come to them. I don't think it's a problem of hating immigrants but enforcing laws. The only problem this would cause is for nations for totally open borders.
