[effect] - the government prefers to hate the drugs rather than the dealers
You need a 'the' after 'states'. I don't think 'interaction' is the best word for what you are trying to say in the second sentence of dialogue; maybe say 'fatal blow', and add a comma after whatever word you decide to use. You'll also need to capitalize whatever demonym you use at the end.
