It really bugs me out that you can't appear to use these in issues, because sometimes it just doesn't quite satisfy to not use them. For example (this is just my example and not taken from an actual issue):

In the would-be actual issue: You were the one who...

What I want it to look like: You were the one who...

You see my point? Occasionally those BBCodes could also be used in the description or fallout too, if you want to add humour. They could also be used in brand names too, if you have brands in your issue.

Italics have been used in issues before. A number of times.

Italics have been used in issues before. A number of times.

What about the others? And italics were not used in speeches too. They add emphasis.

I believe italics used to not be allowed in issues, but this feature was added long ago. However, many people who post issues to the spoiler thread don't know how to copy+paste italics correctly and end up mangling it, so some issues which are listed there as not using italics actually do.

Yeah, that's really annoying. I hate such things too! But it's nice to see this post.
