You mean your nation? Yes once you reach 750 million if I can recall, you can designate your leader after a special issue; To find the option would be in the settings section of your nation's page.

You need to get 750 million citizens (which grows over time without any input on your part), so you will have to wait a little.

This issue will then pop up, after which you choose Option 1. Options 2 and 5 also unlock the field, but... it will mess up your stats greatly (at least, that's for me).
