Unfortunately, it's not that clearcut (...pun not intended). My timestamps confirm that the effect line which I currently have listed for #640 2 is definitely still in the game somewhere. Did you check the internal option numberings to see if there might be any variant options?
EDIT: I noticed that the reported version of the option reads "Auction them [the forests] all off to the highest bidder, foreign or domestic!", which made me suspect that socialist nations wouldn't be so fond of auctions. However, War Dogs XIII is capitalist, so this can't be it. My other idea, before that, was that it might depend on the level of your environment: nations with better environments (that actuallly have a decent number of @@ANIMALPLURAL@@ left) get the "woodcutter axes are cited as the most common cause of death amongst @@ANIMALPLURAL@@" line, while nations whose environments were already poor before they started cutting down what little is left get the "East Lebatuck tests its moon rovers in the barren wasteland of rural @@NAME@@" effect line. I cannot find any evidence of a validity for either effect line in my saved-up data.
There is, of course, the possibility that I just plain assigned the effect line to the wrong issue, but that seems unlikely. We don't have all that many issues about lumberjacks.
