Is this omission intentional, or an oversight?

It just shows that you can’t trust them with their own lives, they’ll just muck it up! I think it’s time that we take such trivial matters out of their hands as they obviously can’t deal with it. Maybe from now on the government should tell you who to marry?”
[effect: People choose marriage partners by buying a lottery ticket.]
(For reference, this nation selected that Option in part with the expectation that it would enact the Arranged Marriage policy, given the language used - "from now on the government should tell you who to marry" pretty much includes "Marriages are arranged by the state".)
