Issue 274 - No Arranged Marriage policy?

Issue 274 - No Arranged Marriage policy?

Option 5 on Issue 274 (Brotherly Love - a Bit Too Close to Home?) implies that it would enact the Arranged Marriage policy (as that is described as "Marriages are arranged by the state"), but it does not.
Is this omission intentional, or an oversight?

“This was bound to happen sometime,” sighs an advisor from behind your chair. “We give these people a huge amount of freedom and they do this. It just shows that you can’t trust them with their own lives, they’ll just muck it up! I think it’s time that we take such trivial matters out of their hands as they obviously can’t deal with it. Maybe from now on the government should tell you who to marry?”
[effect: People choose marriage partners by buying a lottery ticket.]


(For reference, this nation selected that Option in part with the expectation that it would enact the Arranged Marriage policy, given the language used - "from now on the government should tell you who to marry" pretty much includes "Marriages are arranged by the state".)

Posted this query about a month-and-a-half ago but didn't get any clarification (other than an appreciated move to the appropriate subforum, since I goofed on that), so reposting. Hope that's okay. (viewtopic.php?f=13&t=435249)

Issue 165 Option 3 also doesn't enact the Arranged Marriage policy, despite its effect text literally being "all marriages are arranged by the government".

Either the policy has been removed (and it would be good to know this for player purposes), or it needs to be added to several issue options, or its subtitle needs to be updated (frex, if 165.2 does enact it (which would contradict the subtitle, btw), but 165.3 doesn't -- my suggestion would be to have both enact it, of course, and give the policy a slightly more generalized subtitle).

That policy wasn't working properly, so was removed some time ago.
