I think the double entendre that's most relevant to this topic is Cat 3 through Cat 6 UTP cables (and Cat 7/8 not-so-U TP cables, apparently), commonly used for wired networks, but even that is still a little on the obscure side. Could be amusing to have cats ripping up Cat 5 cables, though.

I could have the guy say:
"How did cables chew each other up? Aren't cats cables? Oh, wait wrong cats,"
Only problem is that it leaves the clear "ban cats" statement further down, so you'd have to read for a lil' while.

Don't have the character get confused. It's confusing enough as it is. If you want to use the pun, just play it straight and use both meanings of the words in contexts where it makes sense to bring them up.

I find the writing a little stilted in places, but some of that may be different writing styles. For example, I'd run the opening more like this:

In an attempt to create the ultimate Whotube cat video, an anonymous user created a massive garden of catnip, attracting thousands of cats, before playing the sound of hundreds of dogs barking through nearby loudspeakers. The horde of panicking cats have caused havoc across @@CAPITAL@@ and an hour ago, in a complex chain of events that technical staff are finding hard to explain, managed to ironically knock out the internet across all of @@NAME@@.


Likewise, some of the options don't seem to be proactively doing much. Option 1, for example. What exactly is the government action here?

Fair point. It can be seen as a dismissal option with text. I might remove it, but there's a few pieces of possible comedy I'd like to use somewhere.
