The ones in the actual game don't: http://www.nationstates.net/page=show_dilemma/dilemma=0 (that's from memory, since I don't actually have an under-100 issue right now). Technically the server code reads identifiers as integers rather than strings, so if you manually type http://www.nationstates.net/page=show_dilemma/dilemma=000 into your URL bar it'll have the same effect as simple http://www.nationstates.net/page=show_dilemma/dilemma=0, but the game code itself will never produce a link of that form.

I can actually confirm the lack of leading zeroes in the URL (i.e. https://www.nationstates.net/page=show_dilemma/dilemma=89) as well as the newspaper strap thingy (i.e. “VOL. 32 NO. 89”), given that I founded a few nations very recently, and these were the basis in which NSindex decided to remove the leading zeroes last Saturday.

Well, 1,000 is the number of years for a full millenium. So, you can write an issue about something that has significance (in any way) and is 1,000 (or perhaps more) years old? I think there are more possibilities. :)

Ok, uh... I'm not going to change the anchors, with [anchor] and everything, since that's probably not necessary,
but I will change the shown numbers of 000-099 to 0-99. This way, you won't have to worry about all the link stuff going all bonkers. :rofl:

As for tabbing... naeh, I don't think so. We'd have to tab for everything before 1,000 as well because that's increasing.
I'll just keep it simple, unless you advise otherwise. :roll:

Hey, bad news, I just realized that if we change #001 to #1, and the anchor stays 001, things'll get very confusing...
BUT GOOD NEWS! The # will have the old anchor and the number after it will have the new anchor,
so now both linking 001 and 1 should work!

er... that is, when I'm done actually updating everything. :lol:
