Issue 274 - Arranged Marriage policy?

Option 5 on Issue 274 (Brotherly Love - a Bit Too Close to Home?) implies that it would enact the Arranged Marriage policy (as that is described as "Marriages are arranged by the state"), but it does not. Is this omission intentional, or an oversight?

“This was bound to happen sometime,” sighs an advisor from behind your chair. “We give these people a huge amount of freedom and they do this. It just shows that you can’t trust them with their own lives, they’ll just muck it up! I think it’s time that we take such trivial matters out of their hands as they obviously can’t deal with it. Maybe from now on the government should tell you who to marry?”
[effect: People choose marriage partners by buying a lottery ticket.]


EDIT: (For reference, this nation selected that Option in part with the expectation that it would enact the Arranged Marriage policy.)
