Answer options that are pro military and anything that could possibly boost economy. Seems hard, but it is easier than you'd think. There are a lot of military and economy issues out there.

To improve the economy, subsidise them every time an option comes up and never prioritise the environment over anything. De-regulation is also good. To improve the military, pick pro-military options and become more hostile in international relations.

Honestly, these aren't hard metrics to achieve.

Look, here's my nation where I always pick the last option of every issue:

You notice that they're both strong in defence forces and economy?

It's actually more of a challenge to make both those stats go downwards.

lol, I was doing that with two of my nations.

Turns out, economic freedoms are much easier to achieve than civil and personal freedoms.

I believe a friend of mine always chose second options and wound up a psychotic dictatorship.

defense forces is very easy to kill off, but yea it's very difficult to maintain a low-economy nation as economy generally naturally rises as you answer more issues.
