Issue 196 - Missing Option - Bug?

This nation received Issue 196 (Violent Violetists Protest Artists) today, and was presented with only 4 options, rather than the 5 that are (or were) associated with the issue.
It was missing Option 4, the ""@@HIS@@ Holiness, the Grand High Poobah of Violet, has the right idea, but the wrong religion" [...]" option.

I don't see any particular reason why this nation wouldn't have been eligible for the option (e.g. it doesn't have the Atheism policy), unless the option has perhaps been changed to now be tied to the religion field (which this nation is too young to have unlocked).

Does Option 4 have some eligibility requirement that this nation is bumping into? Has it simply been removed from the issue for some reason? Or is this just a bug that I'm seeing?

You need to have an official faith in your nation to receive that option.

Do you mean that the religion field must be unlocked, or that the Theocracy policy must be installed?
(If the former, that must be a recent change, since several old threads have posters asking about whether that option will unlock the field for them (or why it didn't if they chose it, the answer of course being that the field is directly tied to 243)), implying that its appearance at one time did not require the field being unlocked.)

Was the option text changed in any way, for instance to use @@FAITH@@? (which would be highly plausible, given the new eligibility.) (And if so, could you quote the new text?)
