Any ideas on how to make this more humorous and less dry?

Prehaps, I should add a 'event' to the scenario.

That might be just a bit of a stretch even by NS standards, Fauxia...

More realistically (but less humorously), something like an accident near an election office causing a traffic jam. and making it harder for people to attend.

Or maybe handicapped people who have trouble moving around complaining that the system discriminates against them.

That being said, it'd be kind-of difficult to enforce compulsory voting that way, and really the opposite, for nations with compulsory voting, would be more convincing.
Idk, up to you.

[desc] Accident and injury rates rose drastically during the latest election, sparking outrage from the public. Due to the policy of making voting compulsory, many voters were forced to brave especially bad weather conditions near their voting centres to cast their votes. Suggestions are now pouring in to improve the voting process.

There's much more of a sense of story here now, nicely done. However, I think that the order of presentation of information is a bit disorganised, and you could rearrange the same story into something with more clarity. A good starting point would be to (as a broad and absolutely not all-inclusive generalisation) present information in chronological order of events.

Order somewhat reorganised.

Two general thoughts:

- The process / option of postal voting and/or proxy voting seems relevant to the issue at hand. It's not just online or in-person.

- Any option that forces you to turn up in person should probably have a fallout along the lines of "the housebound and mobility-impaired have been officially disenfranchised".

Up to you if you want to use any of that.

Somewhat included these suggestions.

Wouldn't "unofficially" make more sense, since they're still legally allowed to vote, just de facto can't?

Problem corrected.

It also makes the policy seem more unfair, which should be the goal of the effect.
