Title: Order! Order!
Validity: Nations who lack courts.
Description: The residents in a small town of @@NAME@@ had formed a mob and executed a man for a purported murder. However, some have claimed that this tragedy had only happened due to the lack of a fair trial.
Option 1: "We can't leave justice in the people's hands like this!" states @@RANDOMNAME@@, a previous judge. "What happened here was a tragedy for justice, and one that we must resolve. @@LEADER@@, it is clear that we need proper, traditional courts, or else everyone may just use the support of mobs to harass or maybe even kill their rivals! We'll need a small tax increase if we're to support our new justice system, but it'll keep the citizens safe. Until they commit a crime, that is."
Fallout 1: courts have been reinstated (removes the policy for no courts)
Option 2: "You truly do not trust the people to bring justice?" questions a slightly suspicious-looking person in a robe and hood, standing in a dark corner. "Clearly, whoever was responsible for indirectly causing this man's death — which is not me, by the way — knew something the townsfolk did not, and used that knowledge for the greater good. For all we know, that man that was killed could have been part of a grand organization that's keeping this so-called puppet master silent. We do not need courts, @@LEADER@@; the people know how to decide for themselves."
Fallout 2: politicians use mobs to exact "justice" on their rivals
must have private industry
Option 3: "Courts too expensive? Not willing to spend so much money on justice?" queries a businessperson, sassily walking into your office. "Well have I got a solution for you! Good day, @@LEADER@@, my name is @@RANDOMNAME@@, and I'm here to give you a deal. Instead of spending the citizens' tax money on justice — and getting nothing from it, too — my company can create and manage the future courts of @@NATION@@! We'll make sure every case is resolved as quick as lightning, I promise you. Just sign here." @@HE@@ then shoves a clipboard, pen, and a stack of papers into your hands.
Fallout 3: privatized courts waste most of their time on trying to harm the rivals of their owners (removes the policy for no courts)
