That's happened to me a few times. You'll just have to wait until it comes around again.

If you haven't already done it, you may want to enable "require confirmation before passing legislation" in your settings.

As to why it "jacknifes": it resents the data. (I'm convinced the person ho got it for me didn't go to aApple store). I'll just wait, it's not terrible.
