I just answered the Uber inspired question for my main nation. I distinctly remember answering it the other day, but maybe it was one of my puppets. In both cases I chose to invest in public transportation.
That can happen. Issues are randomly assigned (except in the case of chain issues) as long as your nation meets the validity for an issue there's a chance you could get it.
If you keep getting the same issue again and again let us know. Otherwise it's likely a one off.
As an editor I seam to spend an awful lot of thyme going threw issues and checking that they're no oblivious errars. Its a tough job but someone's got too do it!
