I got around that by not saying jails exist in the nation. If jails are banned in the nation, Option 1 will cause them to exist in the nation again.

I dunno man, writing effect lines for this issue is really hard, but it's a pretty heartless effect line.

Yes. The articles I read said that the restriction of guns and knives has led gangs to use acid.

Effect line of option 3: Maybe have "firearms" replaced with "gunfights".

Aside from that, option 5 I feel, while it does seem to promote the use of acid, seems to only promote it under a specific condition.
Maybe you could somehow phrase this to just include acid usage in general?
