Not really. Kim Jong-un is a 33 year old Korean man, whilst Dr. Evil is British/Dutch and whilst his age is not specified, I would assume middle aged. The only similarity between the two is that they are both male
There are only two genders. When your sample size consists of only two people, even if they are chosen totally randomly there is a 50% chance that they will both be of the same gender. It doesn't mean anything.

Option 1, If I were you, I would make it read "I will obliterate South Nukystan's capital, then obliterate one of your allies on the hour every hour". It's different to the Dr. Evil quote and hit's the Kim Jong-un reference hard

Also, effect for option 4 should say "glowing green dust clouds"
