I made a mistake and clicked the wrong issue. How do i become a democracy now???

Simply pick choices of the issue that can promote civil and political rights, and can increase the rate of the private sector of your economy. But if you don't know what's going to be the output of your choice, then search the issue number in nsindex.net.

But be warned though; it contains many spoilers that might loosen your interest in playing.

Good answer, but overthinking it.

Look for issue options that specifically talk about establishing democracy, or elections, or letting the people decide who rules.

Democracy isn't a function of your civil rights or political freedoms, its a specific thing that you can be or not. Not easy to have democracy yet lack political freedoms and civil rights, but it is possible.

For example:
Thedutchrepublic has a dictator that is democratically elected, which is a weird combination of words, but it's how the game categorises it. Elections for leadership exist, but they're so unfair that this technical democracy is really a dictatorship.
