I'd strongly prefer to keep it as "an athletics championship" (the ambiguity as to the more general "all sports" meaning of athletics or the "track and field" meaning is fine), not "the Olympics"--as far as I'm concerned the longstanding Sports RP Olympics, which require immense time and effort to host, shouldn't be merged into the same "canon" as the issues world, but alluding to something along the lines of issue 291 etc. is fine.
Option 3 is an allusion to the Goodwill Games (sponsored by Ted Turner) and/or Friendship Games. Tried to keep this vague enough so that it could be valid for any economic system, just with the implication that North Lebatuck's is at the other end of the spectrum from yours.
