What issues affect Exports/Imports?

I was just perusing NSEconomy and I saw that I had a considerable trade deficit. Does anyone know what issues I should keep my eyes open for and what government decisions could move my country into a trade surplus?
To prevent Spoilers, simply name the issue or give a general suggestion into what direction my government should move towards to change to a trade surplus.

The game doesn't recognize "imports" and "exports" as distinct things. It just tracks which of your industries are most profitable, whether for export or domestic sale. (One industry, Cheese Exports, has "exports" in its name, but that's more NationStates being silly and doesn't really mean anything.)

There are, of course, many issues that affect one industry or another. Usually these will fairly obviously reference that industry in their text, or at least allude to it. Although in general, doing things that boost your economy as a whole (which spreads out to all industries) is more effective than focussing on any one industry.

That there's your problem.

NSEconomy isn't official, and its numbers are based on the personal opinion of its writer on how economies should work, which may not agree with how the game itself actually calculates economies. If you care about those numbers, you should ask whoever wrote NSEconomy.
