The first option involves going to war and invading what is described as in the second option as a country. Yet it's noted in the issue itself that the terrorists are natives of my nation, and the regime supporting them no longer has a country because it was occupied by my ally. So option one is suggesting that I invade my ally's occupied territory in order to hunt down a displaced regime that is supporting, not committing terrorist acts within my borders? Sounds like an issue where one of the options should be requesting intervention by the ally.
