I have got a few questions.
Firstly, can I take part if my population hasn't reached 500 million, and I cannot make issues yet?
If I become an Issues Editor, will I be able to write my own issues? If yes, will they get immediately in the game? And if I become an Issues Editor, will my "registration issue" get into the game, or will I have to write it again on the issue writing page?

I assume we a prohibited from drafting our contest-issues in the Got Issues? forum to submit them after peer-review. Correct me if I am wrong.

EDIT: I'll also assume that the creation of issues and putting them up in the forum for writing practice for the contest(but no submitting them in the contest) is acceptable.

I'll try out for it anyway, I probably will fail, but it's worth a shot.

A quick update on the contest - the last one received 70 entries over the near-3 months that it was running for. This time, we've received 72 entries in under 5 days!

If you're looking to enter, but haven't sent your issue yet, don't worry - there's still plenty of time until the contest closes, and there's no rush to enter.

As much or as little as you want. Obviously we want people who are going to be reasonably active, but it is a volunteer gig.

You wouldn't be a moderator though. You'd be an Issues Editor. We have absolutely no authority or modly powers.
