Firstly, can I take part if my population hasn't reached 500 million, and I cannot make issues yet?
If I become an Issues Editor, will I be able to write my own issues? If yes, will they get immediately in the game? And if I become an Issues Editor, will my "registration issue" get into the game, or will I have to write it again on the issue writing page?
Thanks for helping!

Yes, yes (same as anyone), no, yes but it might need some editing first.

A few friends, mostly online, my parents, my granparents and my dogs are the only people I really care about. To be honest though I'd probably choose to save a random dog rather than a random person if that was the dilemma, I know that's speciesist but really dogs are accepting and loyal while humans are ignorant and manipulative for the most part.

As much or as little as you want. Obviously we want people who are going to be reasonably active, but it is a volunteer gig.
You wouldn't be a moderator though. You'd be an Issues Editor. We have absolutely no authority or modly powers.
