I wasn't really sure about the stats for the first or effect for the third, so I could especially use some feedback there.

The typos in the issue name are entirely intentional.

A funny effect for the first option could be "The @@NAME@@ Constitution now reads, '4 Legs Good, 2 Legs Better'."

Your stats are fine, but what I'd recommend doing is going to the Analysis page from your nation and going through all of the categories. While you're going through the categories, just think "Would my issue affect this?".

About the last one...I think that there are some countries out there that have an oral constitution.

Just a little idea for another option there.

It's not realistic enough for countries to have typos in their constitutions and it just doesn't fit to have a long, bureaucratic discussion about it. Also, it almost doesn't affect any of the ingame stats.
