You can change your government type by answering issues.

Provided you get the right issues offered to you. And all the issues you get are NOT the kind you dismiss out of hand because the choices ....are less than palatable.

Just keeping answering issues in a different way, it take sometimes 2-3 weeks to change government type sometimes...

And it's a _gradual_ shift. To shift to a polar opposite to what you are now can take a LONG time, involving many, many issues.

I find it's simpler to just go with the attitude of, "I am what I am." Get into the mind frame of the kind of government you think you are. Then look at the issue choices through that "lens". It may be what you are bears a label other than what you think you are.
