How do I become a delegate?

Anyhow, the person with the most endorsements in a region is Delegate. So I would suggest, to avoid stepping on anyone's tail, to:
1. Move to a region with Delegate elections or that is looking for a Delegate. The one you're in right now does not want a new delegate, it looks like, so it would be wise to not try to take over. That's called "raiding" and most regions don't like it, although you can join regions just to raid.

2. Participate in any elections/gain support. Convince people that you should be delegate. In many regions you will have to win an election to become delegate.

3. People will endorse you.

4. At the next update (they come every 12 hours), the person with the most endorsements will become delegate.

How would one go about finding someone in need of a delegate?

I would just go down the list of regions until you find a region with no delegate. There's a lot that are launch points for raiding or defending, though, and quite a few puppet storage. It seems like a lot of work, but I don't know a better way.

WA delegates have to endorse you and you have to have more endorsements than anyone else in the region.

Not really. WA members have to endorse you. It's entirely possible to become delegate without the endorsement of the current delegate, and the delegates for other regions can't endorse you.
