That one issue about parenting licenses

I would like to pretend everyone here knows that one issue where a parenting license is suggested.

Thing is, I would've liked to pick a more extreme choice that's not on the list : outlawing private child ownership completely, and instead having all babies delivered to government institutions staffed by baby-raising specialists (with academic degrees and all that fluff).

Thing is, picking that would probably invalidate any issue which involves parenting or families. That's a lot of issues that are suddenly not applicable to your country!

Besides, I have no idea how to correctly suggest a change to an existing issue.

I don't believe that you can go in and change current issues.
You could, however write one in regards to that issue, and have that option available.
