I actually wasn't aware of this until Sanctaria nudged me towards it, which is my bad, because I've already submitted this. However, I like the idea, so I'll post it here in the hope that if somethings not right or could be refined it'll be pointed out to me.

Name: A Case of the Winter Blues?

Description: After a recent report of an emergency call going almost three hours before police arrived on scene, the public have come to you demanding an overhaul of the force!

Validity: Applicable to all

[option]"It's not our fault!" cries Detective Inspector Chris Redfield into your ear via a large megaphone. "The cars are falling apart, the uniforms are hardly suited to the cold, and the people are a sheer breeding ground of germs! How could we possibly be enthusiastic about leaving the station house?! It's on you to provide us the funding we need to be better equipped for these situations!".
[effect]Police officers are now forced to wear large thermal clothing despite blistering sunshine during the winter months.


[option]"You want to do what?!" abruptly interjects Whu Kares, author of the best seller "Confused opinions for the mass populous". "Extra funding for these self righteous flat foots? I think not! They should get less, and be grateful just for having a job! They should all be forced to walk the beat during the winter months, be a visible presence in the community, take them back to the old school, when police were real men, even the women!".
[effect]Offenders are continually evading police who have to chase vehicular offenders on foot.


[option]Your rather gothic looking director of internal experiments whispers coldly in your ear "Or, we could try our newest experi... *ahem* discovery on the force, they are state owned bodies after all are they not? How about we simply modify the water supply in the stations to ensure they get a regular dose of it and all will be solved".
[effect]Police are being chastised by the media for wearing ridiculous smiles at the most grim of crime scenes.

I like it, but the effects are a little bit over the top.

I haven't read through the options themselves, but not particularly by the standard of NS submissions.

For ease of reading, could you group each option/effect/stat together without a space in between?

A few quick notes:
- I'd suggest changing the description so the outcry is over a specific event rather than a survey.
- the proponent of option 2 is an anarchist, yet he's arguing for more police presence in the community?
- I don't understand the point of option 3. 1 is pro-police, 2 is anti-spending, 3 is pro-police with a holiday overtones?
- all of the effects are a bit too long. Short and pithy is always best. It's also good to remember that while we love unintended consequences in the effect lines, they aren't required.

Ill make the suggested changes later on, thanks for the feedback and assistance!

I might kill the stat change suggestions entirely if they're considered overly simple as I don't believe I understand game mechanics well enough at this pint to do anything really exceptional with them :)

-The description has been changed although I think it could still use some refinement
-Good point, on the proponent, edited that one significantly.
-Changed and culled to three options
- I've shortened them somewhat, if it needs more I will. Also, I know they're not required, but I'd like any issues I ever doactually get submitted to be something of a Pandora's box unless dismissed.
