It is October, only a few days from Halloween! ;)

Title: A Nightmare In @@NAME@@

Validity: Nation must have a capital

Description: Following a sudden and unexplained city-wide blackout in @@CAPITAL@@, your ministers have huddled into your office in an attempt to discover the source of the power failure

[option] Your Minister of Defence, face cast red by the glare of the dull emergency lights, moves to speak first, "This must be military action!". He shuffles away from the door, "Cutting basic infrastructure is always the first move in decapitating the adversary. We must be prepared to defend ourselves!"
[effect] Borders with the outside world have closed after travelers passing through were fired upon by soldiers.
[stats] Authoritarianism increases slightly, Compassion decreases greatly, weaponization increases, Tourism drops greatly

[option] "That's nonsense", interjects your Minister of Science, as he zips up his jacket against the cooling air. "This is likely a malfunction at one of the power plants. We simply need to contact the engineers and I'm sure we can get this nonsense all sorted out."
[effect] Thousands are dead following confusion and sustained blackouts in @@CAPITAL@@.
[stats] Lifespan decreases, economy decreases

[option] A passing janitor notices the light from your office meanders in, "Look, I dunno what is going on, but I'm headed out to turn on the backup diesel generators and could use a hand."
[effect] The government is in disarray after a serial killer disguised as a janitor slew several high-ranking cabinet members
[stats] Niceness increases, government sizes decreases, taxes increase slightly

[option] The janitor leaves, and the silence is shortly punctuated by a loud whine, only to fade a minute later. "What was THAT!?", whispers your Minister of Environment. "I...I swear we aren't alone in here", he stutters, "We should split into groups and investigate. We can cover more ground that way."
[effect] After the power was restored, several high-ranking cabinet members were never found and declared missing.
[stats] Corruption increases, government sizes decreases, taxes increase slightly

[option] "No, we need to stay put!", whispers the Minister of Interior. "Rescue crews will automatically be dispatched to us and other areas of the city. The safest place is right here."
[effect] The capital building was consumed in a fire following a sudden return of electricity and a short circuit in the aged wiring.
[stats] Toxicity increases slightly, taxes increase slightly, safety decreases slightly

I believe that's it. After several reads, I am lacking in other suggestions...

My biggest issue with this is that, other than option 1, the outcomes seemed to be plucked at random. They don't have anything to do with the choices you make.

For example, how does taking the advice of the minister of science, focusing on power plants, and contacting engineers lead to a decrease in health and the economy? An increase in science and a decrease in godlessness makes a bit more sense.

I think that's valid criticism and I'm thinking this issue needs a redraft.
