To the best of my knowledge, your tax doesn't effect the issues you receive; rather, how you deal with issues can change your tax rate. If you have options demanding less regulation and/or lower taxes, they'll usually do pretty much what they say on the tin.

Since you've posted this in a Roleplay forum, I'm just going to note that a lot of Roleplayers choose to completely ignore their Game-side statistics, but whether you do or not is entirely your own decision.
