Leader issue not working

I have passed the 750 population mark ages ago and still have not yet recied the 'Follow the Leader' issue. Is there a bug prevent the issue coming up?

Issues are assigned randomly. Just because you're valid for that issue doesn't mean you're invalid for all the rest. It's not a bug, the issue will appear soon. How soon is a matter of chance.

Is it possible to get rid of my leader and give everyone equal political power?

There's an option for that in the issue, I believe.

What I meant is if you chose a leader the first time you got the issue, will you be able to get the issue again so you can change your choice the next time you get the issue to remove having a leader? Or do you never get the issue again after you've chosen one of the options that establishes a leader?
