I think Generic Beauracracy got it because their national currency is the gold bar.

Despite my previous skepticism, my current data does support the notion that the Santa easter egg can only be received near Chrismastime, even if you have the right fields. I've seen nobody get it in ages, despite setting my script to look for it.

Doesn't work. It's usually pretty obvious when a nation hasn't answered issues in months, and simple lack of volume is a clue if nothing else.
