Not sure if it's been done before. I had a quick squiz at the current ones but didn't see anything like this, so here goes...

Draft One:

[description]A bizarre coalition of civil rights activists, seedy businessmen and convicted criminals have been petitioning the government to ban private law firms and nationalise the legal system, after a man who couldn't afford a lawyer was successfully sued for "breathing too loud".

[option]"As far as I'm concerned, paying for a lawyer is nothing short of bribing the legal system!" Says @@RANDOMNAME@@, who was once convicted for trying to start a socialist revolution. "We all have the right to justice, and I say that all lawyers should be supplied free of charge by the government, and lawyers who try to make money out of the justice system should be tried for treason!"

"I've met a lot of thieves in my time as a lawyer, but the idea of having taxpayers money pay for legal fees is about the worst example of stealing I have ever heard of! The system is fine as it is, and frankly we lawyers deserve a tax break! Do you have any idea how much tax I'm paying on my third mansion?"
[effect]Juries have been replaced by auctioneers, who find people innocent or guilty based entirely on how expensive their lawyer is

I say keep the law firms, but how about a small legal aid fund for those who really need it, such as bankrupt businessmen who have been accused of fraud?"

- I'm not a fan of the current description. It starts with who is approaching you rather than the issue at hand. Maybe try a few different approaches. I feel like there is a better inciting incident for this one.
- the speakers of option 2 and 3 are immensely unlikable and don't really hide it. Coupling that with the lack of compelling argument in those choices, and all but the corrupt dictatorships are going to skip those options. As written, it's an easy issue to dismiss.

It's a good idea to start from, but my advice would probably be to start from scratch with a new approach. Sorry.
