And also you need a population of 500 in your nation before submitting an issue.

Curfews was the main subject of Issue #155: Curfew Meets Minor Opposition [Daedor; ed:Melkor Unchained].

However, seeing as how the only current issue dealing with gangs is an issue centric around hijacking cars. I think an issue about gang warfare, and youth violence has a lot of potential.

I see it going down as so; one option is the morallistic cop who feels the government (or him) needs to stamp down on these punks before someone gets hurt, the second option is the standard lovey-duvy option for costly youth programs, and the third is the drug dealer who suggests the best way to end gang violence would be for the government to stamp out the other competing gangs to create a peaceful gang monopoly.
