I'm considering a list type of issue that's premised on your nation having rocket for launching satellites to space with a payload that, for reasons I haven't fully worked out, is suddenly in need of being filled. You need to decide what type of satellite should be placed in the rocket, options I see possible are:

I doubt such a thing could happen "suddenly". It takes a lot of time and money to build a satellite that's hardened against the rigors of space and can be trusted to stay functioning for years on end without anyone being able to pop over for maintainance.

On the other hand, "our space program is underfunded, what can we best spend our meager budget for the next several years on?" is something that NASA faces on a regular basis.

We already have several issues about space program priorities, but they mostly focus on peaceful vs military use of space. There's room for a different angle.

Several issues, starting with #136 option 4 (which for some reason counts as legalizing slavery), as well as #638 option 4 that Ransium mentioned.

#096 option 4 also lets you kick "people with too many kids" out of your country, though it doesn't specifically identify "too many" as "two". Similarly, #326 option 1 allows you to forcibly break up "families consisting of more than three people", but it's not clear what's happening to them as it's more of a joke overreaction to an issue that's really about something else.

What I don't think exists in the game yet is a followup for nations that have already chosen to implement a one-child policy, that explores the effects on society of every family having only one child.

I don't mean to speak for the IE Team, but I imagine that prompt is more of a general thing because there are all sorts of problems that crop up in specifically socialist and communist systems. The second half is just a way to help give an idea of what they're thinking of.

Correct. I periodically update the list when the team comes up with some new suggestions for issue ideas and when new issues are added to the game that cover previous suggestions.

Just because you submitted or are working on an issue doesn't mean it'll automatically be accepted. Please be patient.

I don't think PPAP has achieved the notability of, say, Gangnam Style (youtube views for the latter are around three orders of magnitude higher, and its broken beyond the internet and into popular culture). At best PPAP deserves a minor reference within another issue, not an issue title to itself.

It's very easy to assume that memes that you've seen a lot are popular, but it's always worth looking at the numbers.

They are optional. If you do include them, the editing team uses them as suggestions, meaning they may simply ignore some of them. My feeling is they shouldn't be added until the final draft, if at all.
