Oh, I didn't see this. Well, someone holding a butter knife and walking towards someone probably would pose a threat to them and justify (sort of) the shooting, no? At least, in the case of your second option. However, I'd just like to note that this is similar sort of to Issue #488 in which the difference would be a police officer shooting a child with a toy gun. In this case, the premise is practically the same - a person holding something that resembles a weapon is shot and killed. There's quite a lot of overlap here, particularly since several issues already cover the "gun control" side of things.

Yep - don't be discouraged though, it's only a problem with the premise situation. If you've got an idea, try and see what you can do to twist it into your own issue! And even if it ends up failing, it's always good to get experience writing and editing your own drafts.

What do you mean? Online schools having trouble making sure that their students log on to their class when they're supposed to? That's not hugely different from conventional schools making sure students show up for class (which I don't think we have an issue about either, though we have one about more serious misbehaviour by schoolchildren), which is generally considered at least partially the parents' responsibility.
