IRL I'm not a Michael Jackson fan, I know some of his songs, etc., was a child when the investigations as to what he was doing were taking place in the 1990s, and heard of some new documentary. That's what this idea is based on.
The issue would therefore be about determining if the government has the right to seize valuable intellectual property of a deceased individual. If someone's alive they might be investigated, charged with any crime that may have committed and eventually sentenced, which might include monetary penalties or a civil trial. If something comes up while an estate is active, a victim might try to sue the estate before property can be dispersed. But years or even decades after someone's death, what happens if something like royalties, patents, copyrights, etc., continue to be worth a lot of money?
Validity would probably be nations that haven't banned capitalism, have private ownership, and probably high income inequality. If there's an way to make an issue valid based on banners for high culture or high arts, maybe that too.
I can think of option ideas; obviously one would allow the government to seize the property and distribute continuing proceeds to the victims, which might even have an effect of government administrators mysteriously being paid salaries equal to the money the property continues to make; one would prohibit doing so; and maybe some others that do things like lower science and/or culture-related things because the government instead tries to insist people not create intellectual property and should instead work in factories? Or maybe other options like upon death intellectual property automatically becomes government property, or becomes public domain (so nobody makes any money off of it any longer), or for nations that haven't banned religion someone comes forward to claim the intellectual property is actually holy scripture of the church of the decedent?
Maybe my brain should instead have different thought processes.

There is at least one issue about airline safety already, so check for overlap.
