Options that come to mind:

2. brushing off people bleeding out in horse drawn carriages as practically tradition
3. public trains having cars designated for medical transport
4. "just build more hospitals"
5. and of course "this proves that the ban was stupid anyway"

Also note that you don't technically need to be vegan to be fruitarian. If your rule is "don't eat things that require killing the organism they come from", then milk would be fine.

Yes, I can't remember the issue number at the moment, but there is an issue that starts with the premise that @@NAME@@'s roads are in a miserable state of disrepair.

There's also all of @@CAPITAL@@gate, with #797 option 4's effect line explicitly mentioning cartoons.
