The thing is that there are some government departments that are too characteristic for a nation's modus operandi, because a nation can wipe them out by answering some issues in a specific way (e.g. Defence, International Aid, Welfare etc.). So, apart from a direct mention to a 'defense budget' for a nation with 0% in Defence, isn't it also unnatural that nations with 0% Welfare keep getting Issue #255, which explicitly presupposes the existence of governmental welfare?

Give Multilateral Diplomacy, Without Ruling Out The Possibility Of Surgical Military Action, A Chance tie-pinI feel the Give Multilateral . . . Action bit should be italicized or put in quotation marks (as well as the Give War A Chance bit) though I don't think there's any actual rule for it. It would just make it a bit clearer.

They're all already in italics. Did they not show up like that for you?

3. "Burn them? Letting them rot in some dank university closet?"These two verbs have different tenses. I think it would read more smoothly if it were either "burn" and "let", or "burning" and "letting".

3) Percentages can be misleading (see here: https://www.nationstates.net/nation=can ... /id=743331) your woodchipping industry went from -4.47 -> 133.18 In reality this isn't a huge movement (133.18 is still quite low) but because you started at very low number it ended up being an enormous percentage.
