Easter eggs. What are they?

I've seen the little logos on nations such as the Supreme Bunnyness of Krulltopia and when I cursor over them it says "Easter Egg." What are these Easter Eggs and how do I get to them?

If they are like computer easter eggs, you don't have to tell me how to get them. I'll take a shot at it myself!

They show up as issues every once in a blue moon.
Wanna open an embassy? Maybe a consulate?

Easter Egg issues are issues with very specific eligibility requirements, and each easter egg issue is a one shot deal, once a nation has seen once it will never see it again.

Ouch! I dismissed an Easter Egg when I revived my Nation :(
