One of my puppet states had an issue named "a Capital Idea". And it gives the option to release the businesses owned by the Govt to the population at large. (E.g. no communism) And in my nation creation process (about a year ago) I got the whole private enterprise is outlawed bit. I suppose it was from my saying that corporations do more harm than good...

Anyway, I want to get the option to switch because I think that I was wrong in my initial decision making process. How would I go about getting this issue?

Usually you just have to wait.

Try becoming even more communist. That might help.
