So I received the issue after reaching 250 million citizens and chose the option for a capitol city, but three days later it still says legislation pending. What does that mean?

Do you mean that it says this on your Settings page, or that it says this in your list of issues received?

(If it had still said this in your list of issues received then I'd have questioned whether your nation was actually updating at all, and suggested the usual way of "jogging" one that's stuck like that...)
