All I know is that the process is a "batch" process - I think 5 or 6 issues are sent to an issue editor at a time, and then once those are finished the next batch is sent. I don't think many issues that have something at their heart are rejected. If there's already been an issue coded on an issue, I think Reppy would be loathe to withdraw it so another one could replace it.
