Description :
More and more ships of @@NAME@@ are registered in foreign countries to pay less tax. Your government asks you to take action.

[option] “We can’t afford ships of @@NAME@@ to surf under Flag of convenience!” says your advisor @@RANDOMNAME@@. Ship owners pay less taxes but safety standards are less restrictive too! If we want a safe fleet we have to ban the registration of ships abroad!
[effect] Ships owners are struggling to pay taxes.
[stats] economy decreases, taxes increases, happiness decreases


[option] “What ?” shouts the shipping magnate @@RANDOMNAME@@. “It belongs not to the government to decide where our ships must be registered. If you really want us to stay in @@NAME@@, you have only to reduce taxes on ships! Of course you will certainly lost money but maritime trade is more important that tax revenue!
[effect] Benefits of shipping exploded.
[stats] economy increases, taxes decreases.

[option] “I have the only good solution !” says your Minister of Economy. “We just have to make a flag of convenience in @@NAME@@ too ! In addition of keeping our ships many foreign ships will come to register by us and we will win money! Obviously foreign countries will not be happy but they have to adapt, it’s all!”
[effect] Fleet of @@NAME@@ is the most important of the region.

Unfortunately the game doesn't have any way of checking to find out which nations (are considered by their players to) have coasts...

Yes I know but it doesn't matter there are rivers linked with sea in all nations (including nations with coasts )

More and more ships of @@NAME@@ are registering in foreign countries to pay less tax by sailing under a 'Flag of Convenience'. Your government asks you to take action before your maritime trade collapses.

[option] “We can’t afford ships of @@NAME@@ to surf under a Flag of convenience!” says your advisor @@RANDOMNAME@@. wringing his hands . Ship owners pay less taxes but we can't trust other nations to pass adequate safety laws for the OUR citizens ! If we want a safe fleet we have to ban the registration of ships abroad!
[effect] Ships owners are struggling to pay taxes to insure their crews from broken nails.
[stats] economy decreases, taxes increases, death from accident decreases



[option] “What ?” shouts the shipping magnate @@RANDOMNAME@@ from his bathtub, where he plays with a toy battleship . “ It's not up to the government to tell us where to register our ships! If you really want us to stay in @@NAME@@, lower shipping taxes! Of course the government will make less money, but think of the wonders it will do for the economy!"
[effect] Shipping has reached a new high, which the government is utterly powerless to benefit from.

Very good. Just a suggestion for you both. The editors (Mods and players) usualy like it more if you have some type of pun in your tytle also if your effect are somewhat humorious.
