Greetings, this is my first Issue. I hope that someone did not do this already, but if so, I am sorry.

Name: Global Warming: A Problem in @@NAME@@?

Description:
Recently, environmentalists have conducted protests and raised concern among the populace about global climate change. The people have come to you in order to decide what to do.

Validity:
To any nation.

[option] "Look", says noted environmentalist @@RANDOMNAME@@, author of the famous book Environmetalism for Stupid People. "We got a hole in our Ozone layer right above our capital city, and I just got sunburned all over by body because of that. Every day, the water rises from us and coporations using fossil fuels. Hell, just the other day my house was already flooded and I don't live near a beach! We have to do something about this leader! We have to spend some good, old money on saving the planet!"
[effect] spending on the environment has increased as the government tries to help polar bears
[stats] Environment spending goes up a lot. Economy goes flat on its face.

[option] "Who cares about an early summer in @@NAME@@! We don't need to change it!" shouts your conservative economic advisor @@RANDOMNAME@@. "We don't need to give funds to mother nature! This global warming thing is just a scam to give the poor some money. Let's cut some education and welfare programs while we're at it too! And hey, I could make a decent profit selling fossil fuels at lower prices, because there will always be more next year!"
[effect] the poor and children are left to die in the desert known as @@NAME@@
[stats] economy goes sky-rocketing, civil rights go down, any previous Environmental spending goes away, most rebelious youth increases

[option] "Now, I think that we should weaponize the animals that are going extinct!," says well-known general @@RANDOMNAME@@. "That way, we can destory are enemies with some birds, whales, and bears armed with nuclear missle launchers!"
[effect] @@NAME@@ have adopted a policy of attaching a nuclear bomb on all polar bears.
[stats] defense way goes up, environmental spending stays the same.

Seems like it would need a wacky option.

Maybe something about building up defense to protect the nation from polar bears or penguins?

Also, the third option is too sane. NS issues are supposed to be extreme.

I'd be surprised if this didn't already exist, but I don't think it does. Here are my thoughts. I'm afraid that although I think a climate change issue is a very interesting political issue, this particular issue needs lots of work.

I also think the global is superfluous: yes, technically climate could be a local thing, but "climate change" is usually implied as a global phenomenon.. The people have come to you in order to decide what to do.

To any nation with none to below %10 of Environment spending. This technically wouldn't influence global warming explicitly. I'd just make it valid for all nations.

You've missed out more important, politically speaking, reasons for climate change legislation: e.g. flooding, the way rich companies profit from fossil fuels, but every bares the cost... [stats] Environment spending goes up some. Economy goes down very little. I'd say, more, but it's completely unclear what this option actually advocates doing - some options are more damaging to the economy than others. Some are actually beneficial.

Beyond silly. Yes, NS goes for wacky options, but there's a line. And that's where the point is vaguely connected to the issue, and actually could faintly conceivably happen.
