Should The Government Grant Estates And Titles Of Nobility?

I'm pondering either option 1

Number ones says something like, "society and the government are being arranged into a feudal hierarchy", and number three says, "notable individuals are granted titles and estates by the government" (or something along the lines of these). I know #1 cuts political freedoms, but other than that I don't know. /:

I think 1 boosts the economy and lowers civil rights.

3 May increase taxes on the wealthy.
