[DRAFT] Privatize Universal Health Care

Postby Wolfmanne » Fri May 27, 2011 4:10 pm

Name: Privatize Universal Health Care

Valid: For all nations with universal health care.

Desscription: A proposal by the Conservative Party in the Senate may see a major reform to the current Universal Health Care system.

[option]"We need to stop paying Managers who know nothing and give the real power to Doctors and Nurses!" claims compassionate conservative Senator @@NAME@@, leading a small protest group. "Under the current system the Managers, who know absolutely nothing, buy the required drugs for us. However if we get rid of them and instead replace them with hundreds of consortias of GP pratices recieve funding to buy service, whether it be public, private or even a charity. The system will mean that services will compete and we could cut everything from waiting times to not saving the eldery! That's right, some public hospitals let the old people die when they could be saved by a simple operation".
[effect]paitents accross @@NATION@@ are forced to take out health insurance as consortias of GPs offer contracts to private health care providers across the country.
[stats]Funding for health care slightly decreases, economy rating rises moderately, crime increases slightly, taxes decreases moderately

[option]"Oh no! No no no no no!" progressive @@NAME@@ screams. "I am proud of my health care system and the government provides an excellent one. This bill will mean that the private corperations benefit while our paitents suffer. A two-tier system will be created; one for an elite able to afford better quality treatment and another one, which will be heavily stripped down, for the average person who works extremely hard for very little. Furthermore, many GPs have already invested into private health care companies and the GPs will vaule profit over life. Our Managers provide a good enough service and they can use their better faith to decide whether to use this drug or whatever. In fact, we should fully ban private health care and force everyone to use our excellent health care system".
[effect]hospitals have a waiting list for those needing life-saving surgery as private hospitals have shut down.
[stats]Funding for health care increases significantly, economy rating falls strongly, crime rating increases slightly, taxes increase significantly

[option]"Ban private health care? No thanks!" 'liberal elitist' @@NAME@@ saids, reading through a comparision guide of private hospitals. "Like my fellow above, I believe that we have an excellent health care system. I also do agree that we need to increase funding but do we really have to get rid of the private health care system which runs along side it? I suggest a compromise; we allow Managers to subcontract
private services. It will mean that hospitals will be able to cut waiting times and meet targets. All we need is a slight increase in taxation".
[effect]angry CEOs often have to share their private hospitals with their employees as public hospitals are cutting waiting lists by subcontracting private hospitals.
[stats]Funding for health care increase moderately, funding for Industry increase slightly, economy rating rises slightly, crime rating decreases slightly, taxes increase moderately

[option]"I like the idea of a reform but there are some flaws" Doctor @@NAME@@, a GP says. "Firstly how should we know how to run the consortia? I think we need to hire some Managers made redundent as advisors, since I have absolutely no idea of how to run a consortia at all. Secondly I think that we should set up an independent national board to oversee these consortias, to recieve complaints for services, to break up monopolies if a consortia or a service is dominating etc. Otherwise it'll be too unregulated and paitents will have no power while businesses develop. Thirdly we need to add that waiting times and targets are to be scrapped. A paitent must see a Doctor within 48 hours and success should be measured on whether the paitent gets better or survives".
[effect]newly created GP consortias which have replaced the health care system must adhere to complicated strict regulations and must ensure that paitents have a say.
[stats]Funding for health care decreases slightly, economy rating rises slightly, crime rating rises slightly, taxes decrease slightly

[option]"Does this get rid of bureaucracy? No!" claims extreme Libertarian and Director on the Board of Hospitals4U @@NAME@@ yells. "The entire system must be provided by private corperations. Think of the money you'll save on funding health care. The economy will sky rocket and iit will be a victory for small government".
[effect]the poor is left to die as they're unable to recieve health care for easily prevented diseases.
[stats]Funding for health care is eliminated, economy rating rises significantly, crime increases significantly, taxes decrease significantly

[option]"Private health care? GP consortias? No that's too much power to the companies" Conservative radio host @@NAME@@ says. "I still don't want to give my money to fund health care for moochers. What I suggest is national insurance for people who actually need it, like the eldery. People who have jobs should be able to pay for health insurance themselves".
[effect]health care program are provided for people who need it while the rest of the population is forced to invest in health insurance
[stats]Funding for health care decreases significantly, economy rating rises moderately, crime rating rises moderately, taxes fall moderately

[option]"The only person who should decide whether you stay on Earth or move onto the next stage should be God" Christian Scientist @@NAME@@ says. "Health care, in all shapes and forms, should be banned. God will choose whether to heal you or not. We will need increased funding for the police to fund this though".
[effect]health care, whether public or private, has been banned, leaving people to die without any help.
[stats]Funding for health care is eliminated, economy rating decreases significantly, crime rating rises significantly, taxes decrease significantly

[option]"The only God who should decide on whether you live is Violet" says Grand High Poobah of the Order of Violet @@NAME@@. "I agree with this mentally insane Christian Scientist guy but the government should allow us to cure people with illnesses - and by this I mean sacrifise people. Violet ordered us to sacrifise the sick and we shall happily do this. Heretics shall be eliminated and darkness shall engulf the land. Violet forever!"
[effect]Violetist Priests claiming to offer the cure for cancer end up sacrifising their paitents.
[stats]Funding for health care is eliminated, economy rating decreases significantly, crime rating rises significantly, taxes decrease significantly

A good idea and first draft, but it's likely way too long. Most people aren't likely going to go through eight options. Six at the most.

Secondly, this issue is already similar to issues #048 and #217. I would recommend differentiating your draft from them.

Way to long and each option is a little wordy.

Good idea, but, as already said, it's similar to earlier issues, and is a bit too long.

A major point is the validity: the game has no idea how to find out if a nation has universal healthcare.

I would offer criticism on this, but it is so long (if rather interesting) that such criticism would have to involve a chainsaw. I think the nicely British perspective peters out after the 5th option, and it heads down the road of "What else can I put in here?" (notably, spelling errors also increase in frequency).

I think the game can tell whether a healthcare system is national, in some sense, because I have got issues in the past about the National Panageadom Health Service.

To help you prune, I'd advise a slightly different philosophy to issue writing. It's not "how can I present every single option on how to manage this political situation?", but "how can I cover the required political ground to resolve the central dilemma?". Although your issue is slightly different from what I expected, given the title (and I think needs the explanation that each option gives - even I'm slightly confused about current NHS reforms), if you stick with the title, then the crux of it should be about to privatise/keep nationalised.

That said, I haven't looked over the examples of clones. It may well be that this issue plays too close to the mark of other issues (or at least the title does), and would be immediately chucked out of the pot, if the pot wasn't 40 miles deep and was haunted by Sirocco's ghost.

If I offer criticism on your proposed issue, I will often write in red: don't think I'm being aggressive, it's just a convention I use!
If I ask a question on a proposed issue thread, then it's because I feel it's one you need to ask of your issue: I'm being Socratic and/or lazy.

The last option is totally unnecessary. Scrap it.
