Issue created wrong affect?

Hello there! When I got my second issue of the day, I got the one with teenagers against the curfew law thingy. I selected the one to not enforce the curfew. After the 2AM update, I checked what the issue did, but then I looked at my stats and I saw something strange. My Civil Rights, Economy, and Political freedom all went down a bit. That does not make much sense, because I thought that the first option would lower by political freedoms. Care to explain to me why my freedoms went down. Thank you for reading!

On my end, it looks like the downturn happened because of the result of the issue before, and it's showing steady lines across from this last issue, meaning no effect.

well if you choose something that may effect the rights of people i can also effect the government because the people may protest
